LoCo Team Project laucnhpad team populated.

I have been trying to work some more on ~locoteams but launchpad seems
to have a hiccups. I cannot add new members nor edit team details. I
shall wait for later and see.

Please do note that this team is for LoCo Teams only. not for
individual members of LoCo Teams. I have received close to 30
membership from people. After some suggestions I am making the team
restricted and I am sending personal emails to team contacts that are
not in the team.
