Free Official Ubuntu books for Approved LoCo Teams

Great idea - thanks!

But using a wiki for authentication is an awful idea, not one we want
to promote to either the locos or the publishers.

How about using the launchpad team owner instead?

How about getting the launchpad folks to write a little app with their
api to do this in a way that wouldn't even require much approval or
checking by the publisher?

Then we could build yet more collaboration on the same building
blocks.
