Shew, judging by your subject line I nearly thought that Mailman had a

While it doesn't solve the problem, a workaround for you might be to use
listadmin,

I use it with a few lists hosted on lists.ubuntu.com and haven't
encountered that problem before. It would probably be best to send the
bug report to the Ubuntu request tracker (and so should anyone else who
encounters the problem).
