Why doesn't our LoCo mailing list discard non-member messages automatically?

I think it's held because of spam assassin or a spam "score" filter,
but it also checks non-member messages. I remember there's a spam
score value somewhere in the mail admin settings, try set that to
zero? I might be wrong though!
