AFAIR you can do it in shitpit page itself. There is an 
option/link/checkbox which says 'Special Requests", for which you need 
to state the amount of CDs you will require and the reason for requiring 
mass amount of CDs. Depending upon the stated reason and time left 
(whether enough to ensure that the package reaches you on time), your 
request might get approved. For example, last year for a conference in 
which the Indian team participated we had asked for 500 CDs and 
thankfully we got it in the right time. Unfortunately we had to pay some 
custom charges for the same.
