I think for development teams and for the community in general it is
useful to have a leader figure who can take ultimate decisions in
controversial situations. However in the community teams that I mainly
participate in (the Italian local team and the documentation team)
I've never felt that a leader figure has been necessary.

Having said that the Italian local team has a council group that
resolves difficult issues, instead of an individual leader. This
became necessary because of the size and complexity of the team, which
encompasses at least 7 subteams.
