How to start a locoteam?

 Dear sir,
 I am living in Burkina Faso and there is no ubuntu locoteam in Burkina
Faso
 I am a student in management and I am interrested in starting an 
 ubuntu locoteam in Burkina Faso.
 I would like to know the stages which I must follow to start a locoteam.
