OK, I've posted the theme to https://wiki.ubuntu.com/Templates

Please note, this theme is for websites who have an official
relationship with Ubuntu or Canonical. If your site has no official
relationship (i.e. you're not a loco or official team website) then you
may use it as a base provided you change the graphic design so that your
website does not confuse people into thinking that you have an official
relationship. See the README.txt for more details.

This theme includes a photoshop and gimp file for creating graphics for
the masthead/banner across the top of the site.

I have been working on simplifying the theme. I'll be working on
updating the Ubuntu.com website in June and once I get those changes
I'll share them. There will be fewer graphics and there will be a
max-width.
