I just recently started a LoCo team for the U.S. state of Indiana.
 
To get a mailing list, I simply e-mailed mailman at lists.ubuntu.com with my request and got a reply within a few days.

I have friends which want to creat a LoCo Team ! That would we need to make what to create Mailing List? Also explain if you will not complicate on more detailed that to us to do further and that on Web Saite to us not all is clear!
