Createing a team

Hello everyone:

I have read the (Link: https://wiki.ubuntu.com/LoCoTeamHowto) site, and
I am wondering. Are the only things I need to do to get started for a
team here in Oklahoma, is to set up the mailing list, IRC channel, and
wiki? Or did I miss something on the page?
