It's a shame you felt that you need a separate team to promote Kubuntu
in Germany - did you try working with the existing German locoteam?

I don't speak German but from the title of that page I can see that the
team is intended to cover Ubuntu, Kubuntu, Xubuntu and Edubuntu.
