Some changes to the Italian team structure

I'd like to announce some changes in the structure of the Italian Ubuntu
community. A year and a half ago we set up quite a formal structure for
the community, including a group of 4 members who represent the
community and take general decisions about the direction of the
community and assist with the integration and work of the various groups
around the community. Since then, the Italian community has grown
immensely and is really blooming well. But we have felt for some time
that the formal structure, while it has set down a good base for the
community to grow around (and it certainly has done that well) has felt
a little bit rigid in terms of involving the whole community in its own
direction. At the same time we felt it was important to keep the
structure that has lead the team to grow so successfully.

So we've made a few changes to the structure of the group:

1. Until now the group of 4 of us who've guided the community has been
named the "locoteam". This has caused some confusion in the
international community, where "locoteam" is usually used to refer to
the entirety of the national community, which in the case of the Italian
community counts many thousands of users. So for that reason we're
changing the name of the group from "locoteam" to "Italian Locoteam
Council".

2. The group previously has coordinated its discussions on a private
mailing list, but we're switching to a public forum in order to seek
feedback from the whole of the community on discussions. We hope that
this will also bring the community more up to date with everything that
goes on around the community. It will still be possible to contact the
Council privately if necessary by email.

3. We're increasing the group's size to 5 members, welcoming Milo
Casagrande on board as representative of the documentation team.
