There is a confirmed, low priority bug report about this:

As the lead contact for 2 local teams (one francophone and the other 
hispanic), I often have comments about high traffic in the lists, having 
Answers in either language would sure off load the discussion lists 
(among other advantages: karma, search-ability, etc).
