Wasn't https://shipit.ubuntu.com/specialrequest supposed to be used for 
just this? At least Jane said so in June:

I was also denied a request once, but I just did a new request, trying to 
more clearly articulate the LoCoTeam thing and adding also Ubuntu Finland 
to the "organization" field. It was then accepted.
