Whether Canonical has a right to the domain or not depends on the local
laws applicable to .cl domains - if the .cl domain has adopted the
Uniform Domain Name Dispute Resolution then it's likely they do.

However it's obviously not a very nice route to go down - resolving the
question by discussion is a much better way. If the domain name owner is
being quite unhelpful, maybe you can ask someone at Canonical to help
out with the discussions.
