Many other locoteam sites are hosted by someone who offers the use of a
server or hosting account (ubuntu-be, ubuntu-nl, ubuntu-fr, ubuntu-de,
etc.).

I think the hosting they are talking about is for teams that don't have
a (decent) server themselves.
