team resource creation (mailing list/website)

I am wondering who I might need to contact (again) to get our team
resources put together.  We're still waiting on a mailing list &
central domain and so far all of my emails have been unanswered.

Can anyone tell me who might need to be contacted &/or, if you are
higher up the food chain, possibly pull some strings for us?
