Greeting message on #ubuntu-CC channels

Hello,

because people have been complaining about the logging not being
announced, I have now told the logging bot to send a notice to
people when they join the channel for the first time.

The message states:

The channel is logged (at http:/ubuntu-de.org/logs/freenode).
Please observe the Ubuntu Code of Conduct.  Thank you!

It is configurable (per channel), so if you'd like a language-specific
text there instead, just /msg it to me.
