A forum for locoteam leaders?

I agree with the concept of a public discussion forum for sharing ideas and 
talking about the running of LoCos. I don't see the rational in limiting 
participation. Good idea Yann, thanks for putting it forward

There is also the https://wiki.ubuntu.com/LoCoTeamRunning page that should 
be kept up to date. We could use the forum to discuss what should be 
published there.
