Pre-existing charms and Focal

Hi,

Ran into an issue with charm hooks failing as such:

| ImportError: cannot import name 'PackageFinder' from 'pip._internal.index' #183

It was only happening with Focal, from what I can tell and the bug
reports. This has been fixed in the latest layer-basic[1] but heads up if
you run into this, you'll need to rebuild the charms so the latest
layer-basic is pulled in.

So far, I've rebuilt the following charms:

 * livepatch

 * ntp

 * telegraf
