Unfortunately we had to revert this: the final data sync just took too
long (due mainly to the hardware we're migrating away from) and we were
past our advertised maintenance window.  We're going to try again next
Tuesday, 2020-12-15, at the same time, with an updated plan that should
be significantly faster.

Apologies for the disruption.  In the meantime, PPA publishing is back
to normal, although with a substantial backlog as a result of the
downtime.
