Launchpad build farm outage from 2017-11-03 23:00 UTC

As of about 23:00 UTC on 2017-11-03 (we apologise for the late notice
here), Launchpad is no longer dispatching most builds to its build farm,
including builds for PPAs, https://build.snapcraft.io/ and other snap
builds, recipes, and so on.  Some limited categories of builds are
whitelisted, but in general the build farm should be considered
unavailable for the time being.

This is in response to the recently-announced Meltdown and Spectre
vulnerabilities (https://spectreattack.com/), and will remain the case
until we have effective mitigations in place.  We cannot yet give an ETA
for this, but hope that it will be in the next few days.

All other Launchpad functionality remains unaffected, including
downloads from PPAs and copying of already-built packages between PPAs.
