Ah right, the "Switch offline on KMail shutdown" setting. I have never experimented with this, TBH. It would seem that not every Akonadi resource offers this option.
Have you tried enabling the option on an IMAP resource? Does the resource indeed fail to go offline when you shut down KMail? If so, that sounds like a bug to be filed.
