This will be so unless you rebuild kdebase/kdelibs without the patches, but I doubt you want to do that ;) passwd root simply affects a password to the root account, while it doesn't have one by default. Note that it is not recommended to do so, because it adds another user with super cow powers, and your primary user already has them through sudo.
