Okay, it's good that you're able to do it successfully elsewhere as a
comparison.

That's probably what did it right there.

From your description above of what went wrong during the upgrade, a
clean installation does sound like the best bet, especially since you
don't yet know what else may have gone wrong that will only show up
later. I actually never upgrade and always do a fresh installation
when moving from one release to another.
However, since you're already considering doing that, if you'd like
to try one more thing first, you could run this command in a Konsole
window to try to reinstall the desktop and see if that fixes the
access to the menu:
sudo apt install kubuntu-desktop
