Two bugs with 20.04

I've run into a couple of bugs while testing 20.04 on my laptop.

KDE Plasma 5.18.3
KDE Framework 5.68.0
Qt Version 5.12.5
Kernel Version 5.4.0-21-Generic
64 bit

Dell Insipron 17
4x AMD Ryzen 2 2200U with Radeon Vega Mobile Gfx
7.5Gb RAM

Bug #1: Cannot restart
If I try to restart from either the menu or right-click, the system will
take an extra few seconds after black screen, then go to a dell memory test.
If I let it finish the memory test or if I abort the memory test, it asks
for bootable media.
If I power off and reboot, it always starts normally.

Bug #2: VLC won't load 2nd item
If I watch any video (mp4, mkv, avi) using VLC, then close that video, it
won't load another video.
I load KSysGuard and it shows VLC still running, with no content.
If I "kill" VLC and click on another video, it loads and runs properly.

Note: I installed this from an ISO I downloaded about a month ago, but I've
not seen any other reports of similar bugs.

Anyone else seen this?

Overall, I really like 20.04 and am looking forward to building a new
system when it is released.
