Config.dat locked and can't update on 18.04

also, judging by what it's trying to lock, you're pretty good to reboot to
try and clear the lock, at very worst you'll have to run this:

sudo dpkg --configure -a && sudo apt -f install

I've found that gets me out of most binds when apt is acting up, even if I
only have a TTY to work with
