Unable to mount DVD

Brand new computer with a fresh install of Kubuntu 16.04.1. I am not able
to mount DVD discs at all, and one of my joys in life is being able to play
movies while I work. All other optical discs -- audio CDs, DVD discs with
nothing but regular files -- mount just fine when I insert the disc into my
optical drive.

All the various libraries needed to play DVDs are up-to-date.

I've Googled until my fingers bled, but I can't seem to find a solution,
though some forum posts have hinted at a kernel problem.

Has anyone else encountered this issue? If so, how did you fix it?
