Kubuntu 16.04 Roadmap

With 15.10 not quite out the door yet there has not been an announcement
covering 16.04's release cycle. I imagine there will be some during the UOS
as that is when planning goes on for the next cycle ie. 16.04 this time
around. I would also jump to 14.04 from 12.04 as the jump from 12.04 ->
16.04 will be very bumpy with the number of changes.
