Every distro has got a policy. Instead of sharing "opinions" about the
approaches of different distros, it might be helpful to read the
different policies.

Long time support even is provided by real rolling release model
KISS principle distros.

A distro can't be user-friendly and user-centric at the same time.

To put it simple and limited to the topic KDE.

User-friendly does mean the distro provides an averaged working desktop
out of the box. This is the *buntu's approach.

User-centric does mean that the user customizes the desktop regarding
personal preferences. You can do this using *buntus too, but than you
need to care about release notes when upgrading, you need to be aware
that upgrading software from upstream within a major release of the
software from upstream is something different, then upgrading from one
to another major release. Note, apt provides pinning.

So depending of the policy of the distro and the user's needs, there
are different levels of self-responsibility and the users need to have
different levels of skills about Linux userspace.
