Plasma anyone?

Clicking on "Desktop Settings" only brings up settings for Wallpaper and 
Mouse Actions.

"Add Widgets" brings up a list of Widgets on the left side of the screen.

Scroll Down to the "Folder" icon, left click and drag and drop it on to 
the desktop where it opens up to reveal the same as you had with KDE4. 
You can then alter the size and position to suit.

That's what I have done on Kubuntu and openSUSE.
