Where's Create New on KDE 4.13.3 desktop?

I installed Kubuntu 14.04.2 on a new computer and there's no Create New, 
etc. on the right-click menu on the desktop.  It's on my old computer 
which is also 14.04 which had been upgraded from 12.04.

Where'd it go?
