Submitting A System Bug

I am currently experiensing a problem with Muon Update Manager, System 
Settings and Konsole (terminal) failing to run.

The system only informed me what was wrong when I tried to run Konsole. 
It came up with

*KDEInit could not launch '/usr/bin/konsole'* when I tried to run it 
from using <ALT> + <F2> then enter 'term' for 'terminal'.

I tried to submit a bug report but when I tried, there was no entry for 
'KDEInit', also, how do I get a system/crash dump so I can submit that 
with my problem?
