I have a couple Android tablets. My normal computers are mostly quad 
core with loads of memory or my dual core laptop with an SSD. The 
Androids seem like they are never going to get booted up. I think my old 
386 AT booted faster. So, yes, perception can make a difference.

I had an Asus EeePC that I had a version of Linux with the XFCE desktop. 
It did seem like a good choice for a machine with minimal resources.
