I checked on another machine and you are right. That line is not needed.

But in your previous mail you wrote:

| Restart rsyslog
| netstat -an |grep 514

How did you restart rsyslog? If I use (as root)

/etc/init.d/rsyslog restart

it doesn't work but with

service rsyslog restart

it works for me.
