14.10 with plasma5 has the same problem. I've used /etc/default/locale.
Not an ideal solution though. You have to manually add locales to
/var/lib/locales/supported.d/local and run dpkg-reconfigure locales to
add them to the system.
Trying to change this from within System Settings will mess things up again.
It is clear that this is actually getting attention, so I believe there
will be more options in the future. (KDE 4 wasn't perfect either in this
regard.)

The screenshot in that blog post clearly shows the problem. Language is
set to English, but the time is "maandag" instead of "monday".
