Problems updating

I would like to update to the 13.10 version, but neither Muon or Synaptic are able to do it! I get -also- an error message about "the address is not reachable"...sorry but I realize now, that I'm sending this mail from my Windows installation.... and the text of the error msg is on the Kubuntu's one...so when I get there I'll send it as an addenda to this mail.
Meanwhile any suggestion, to face or go around the problem will be welcome!
