13.10 mouse in GNOME apps

I'm seeing that in Synaptic but not in other gnome apps. (i.e. Audacity,
Gimp).

Triple-booting WinXP, Kubuntu 12.10 32bit, Kubuntu 13.10 64bit.
All OK in 12.10, messed up in 13.10.  I see that Synaptic is no longer
being supported by Ubuntu.
