Erm, just to put things correctly: that guy is NOT the author of K3b,
that is the author of cdrecord, and you can safely ignore his
ramblings, he has his very own interpretation of what a GPL-compliant
license is and causes the problem that not a single distribution out
there does ship cdrecord by default, because it is NOT GPL-compliant.
They do what they do with the mp3 plugins: let the suer decide what
they want to install. They provide the package, but they don't make it
default.
Anyway, the problem you have with your DVDs is not related to cdrecord
at all, as it doesn't come with dvd+rw-tools. The latter is the
package which is needed to format/write DVD+RW
