I think there is a known problem with the plasma time setting widget, I 
can also not set to to lookup from ntp - but the system DO use ntp (it 
is one of the first things that happen when I go online, I use a network 
monitor so I can see that). I would not at this stage worry too much, I 
think the bug is known but far down on the list of things to fix.
