No. You can always place a static line in the fstab, and that is the
place where it need to be (mtab is automatically generated).
The point is that having a plug and play system hardware can come and
go and therefore the kernel has to populate /dev dynamically, this is
the aim of udev(7). Ubuntu decided to use udev also for "assumed"
static devices, such as cdrom, and therefore there are preconfigured
udev rules for making the device appearing once a media is inserted.
