While it is preferred to report KDE specific bugs to bugs.kde.org, installer 
bugs, broken packages, Kubuntu-specific software or anything "under the 
hood" should be reported via launchpad.  The offending program from the bug 
reported linked to above is usb-creator-kde, a K(U)buntu-specific program
