Two ways. Either of the commands below will accomplish this.

$ sudo apt-mark hold PACKAGE-NAME
$ sudo echo "PACKAGE-NAME hold" | dpkg --set-selections

The first command is simply a wrapper that performs the same thing as the 
second command.
