Yes, it is a general bug, at last, solved:

I patched my kdelibs with that patch: and the problem went away.
People at kubuntu: can you produce an updated kdelibs package with the
patch included? or should we wait for 4.8.1.
Applying the patch is simple for anyone with experience building
debian/ubuntu packages.
