That depends. If it is a bug or crash, etc in a KDE application, it usually should go to bugs.kde.org. If it is determined that it is a kubuntu specific problem, they would ideally kick it back to us.

 Packaging issues, install/upgrade/update problems, drivers, etc should go to launchpad.
