Take a look at:

dpkg --get-selections

and:

dpkg --set-selections


I always do fresh installs and use the above to list the packages I had on the 
previous release and then install them with one command on the new release.

The one command needed  is to use  DSELECT  which will need to be installed on 
the new release as it doesn't come with the release.
