Where to report packaging bug?

Hi,
when I tried sending a file via Bluetooth to my Kubuntu Natty machine
(freshly installed, with ppa for KDE 4.7.0), it turned out that it is
missing packages for receiving files via bluetooth. I'd like to file a bug
report somewhere, suggesting to install these packages by default.
I had been positively surprised by a previous opensuse install on the same
machine, where sending a file from mobile to PC via bluetooth had worked
totally surprisingly flawlessly (other than that, my recent Kubuntu install
on that machine worked much better than opensuse, just to have mentioned
it...)
I had a look at https://launchpad.net/kubuntu-packaging but that doesn't
seem to track bugs with launchpad. Now against which launchpad project could
I file that bug report? Or are suggestions like this only tracked via
mailing-lists?
The package in question (obexpushd) actually isn't KDE specific, but I don't
know whether Kubuntu relies on same non-KDE package collection as defined by
Ubuntu, or whether it defines its own?
