There is no need for a deb. Simply download the latest 
release from mozilla.

Then, just as an example, decompress the download to 
/opt/firefox

or unzip and then move the resulting directory to /opt as 
root, i.e. with sudo mv <directory> /opt

And then use /opt/firefox/firefox to start firefox

When you want to update your firefox, do, just for the 
update purposes,
sudo /opt/firefox/firefox

Surely, you can also use firefox from your home, but then 
other users will not have the latest firefox realease for 
them to use.
