Can't tell what triggers your bug, but I do not experience this as I have no
problems using system-config-printer-kde to manage my printer.

if the web interface is not funtioning, maybe it is a bug in cups? I would
submit a new bug, or add to this bug:

I can't reproduce this on any of my 3 machines.
