but to install fglrx, you really should use the Additional Drivers tool, or 
whatever it is called in Lucid - it is in the System menu.

If you want to install it manually, you need to do more than just install 
fglrx, you need to run the command:

$ sudo aticonfig --initial

Which sets up a basic xorg.conf
(note that using the restricted drivers/additional drivers tool does this step 
for you)

I don't know if that will help with the usb issue,  but it is worth a shot. 
Perhaps the lack of the xorg.conf as needed by the driver is confuing things.
